ACCOMPLISHMENTS

A 30-year veteran of the Mecklenburg County Sheriff’s Office, Rodney has a lengthy track record in law enforcement and has served in many capacities over the course of his career. He has deep intuitional knowledge of the Sheriff’s Office and has worked in virtually ever major division of MCSO and has spent his career in pursuit of professional excellence while serving the wonderful citizens of Mecklenburg County.

  • Developed written policies and procedures for Field Operations and the Courts Division that are still utilized today.
  • Created and revised many of the current General Orders of the Mecklenburg County Sheriff’s Office.
  • Implemented the Sheriff’s Office In-Car and Body Worn Camera program.
  • Managed the Commission on Accreditation for Law Enforcement Agencies (CALEA) process for the Mecklenburg County Sheriff’s Office; revised and authored polices and procedures to bring MCSO in compliance with the stringent accreditation standards which resulted in the prestigious “Triple Crown” Award.  The Mecklenburg County Sheriff’s Office (MCSO) participates in three accreditation processes dating back to 2003; the American Correctional Association (ACA), National Commission on Correctional Health Care (NCCHC), and the standards established by the National Prison Rape Elimination Committee (NPREC). The United States Department of Justice passed the Prison Rape Elimination Act in 2003 (PREA) and for local confinement facilities to be considered compliant, they are required to be audited by certified Department of Justice auditors every three years.
  • Automated the internal investigation process for the Office of Professional Compliance.
  • Served as the Mecklenburg County Sheriff’s Office representative with the Charlotte-Mecklenburg Emergency Management Group and coordinated the Sheriff’s Office response and resources during emergencies. Developed the Sheriff’s Office Continuity of Operations Plans to ensure there is capability to continue essential functions in response to a broad spectrum of emergencies or operational interruptions.
  • Authored the operational plans and coordinated the Mecklenburg County Sheriff’s Office operational response for some major events in Mecklenburg County such as the Democratic National Convention in 2012, the Reverend Billy Graham’s funeral in 2018, a live full scale Active Shooter Exercise at the Mecklenburg County Courthouse, and the Republican National Convention in 2020.
  • Developed and implemented the MCSO Pandemic Plan in response to the COVID-19 outbreak, the plan served as a guide to ensure the continuity of MCSO operations and services during the pandemic.
  • Enhanced the technology, gained safety features and increased efficiencies within the Field Operations Division with the implementation of a new and modern Computer Aided Dispatch (CAD) system.
  • Implemented the Sheriff’s Office on-site counseling program in collaboration with Mecklenburg County and ComPsych to provide critical mental health services on-site for Mecklenburg County Sheriff’s Office employees.
  • Managed multiple capitol improvement projects over the years for MCSO, resulting in improved facilities in collaboration with Mecklenburg County Assets and Facility Management.
  • Served on the Board of Directors for Right Moves for Youth and the Police Athletic League.
  • Promoted through the ranks four times by three different Sheriffs.
